Passengers

  • Terminals’ capacity increasing, navigation system and information signs improving, high comfort zone for transfer passengers arranging, extension of additional services.
  • Route network developing by attracting new carriers and by making Pulkovo Airport more attractive for transit flights by extending cooperation with existing carriers.

Airlines

  • Implementation of new information technologies to improve airlines passenger check-in.
  • Improving of aircrafts technical support system, increasing the number of services provided for airlines.
  • Optimization of contract base for services and accounting needs. Implementation of packages system.

Flights Security

  • Aviation security system further improving.
  • Search-and-rescue flight system improving, new equipment purchasing, staff training and personnel development, fire safety measures control.

Long-Term Developments Plans

  • Starting of complex geological research in the zone of new terminal building construction.
  • Forming of new specialized department to control the agreement conclusion based on Private-Public-Partnership in order to develop, reconstruct and operate the Pulkovo airport property objects and to pass to new administrative company the Airport management rights.

Airport Infrastructure

  • Construction of buildings and warehouses for the Airport’s support services and for improving the aerodrome machinery operating conditions.
  • Extension of apron ?4 for increasing the number of aircraft parking stands.
  • Certification and launching of Runway-1 after the reconstruction.

Environment Control

  • Developing of the Airport’s ecological management system according to international ISO requirements.
  • Further infrastructure renovation according to ecological safety requirements.

Development Priorities

On October 30 Trilateral Public Private Partnership Agreement between the City of St Petersburg, OJSC Pulkovo Airport and Northern Capital Gateway Ltd. Consortium was signed in St Petersburg. The 30 years long Agreement implies reconstruction, development and operation of Pulkovo airport.

The beginning of the investment tender for Private-Public-Partnership agreement covering creation, reconstruction and exploit of the Pulkovo airport property objects started on the 21st of April 2008.

The stages, deadlines and conditions of the contest were established by the Government of St. Petersburg in Decree N 393 from 16.04.2008. The tender organizer (St.Petersburg State Institution “Strategic Investment Agency”), the representative body (Transport and Transit Committee of St.Petersburg Government) were announced and tender committee was established. The road show of Pulkovo Airport’s development project took place in London on 7-9 May, 2008.

The application forms were accepted from the 21st of April till the 31st of July 2008 when the first committee session was held. During the session the envelopes with applications were opened, the working group was established. The working group was assigned to check the applications according to the tender requirements.

On August, 11, 2008 the second committee session was held. Nine tender applications were examined according to general and minimal requirements of pre-selection. The committee made its decision by voting for every application.

After the examination it was announced that two application forms don’t meet the minimal requirements of pre-selection. The following seven applicants passed the pre-selection:

1. GMR Infrastructure Limited (India)

2. JSC «Petroport-concession»

Main operator — Flughafen Wien AG, Investor—JSC «Lider» and OJSC «Gazprombank».

3. LLC «Nevsky Airport»

Main operator— Changi Airports International Pte. Ltd., Investor — affiliated company to group of companies «Basic Element».

4. LLC «Nevsky Sky»

Main operator—Macquarie Capital Group Limited, Investor — Macquarie Renaissance Infrastructure Fund.

5. LLC «St.Petersburg International Airport»

Main operator —Hochtief Airport GmbH, Investor — Renova Industries Company.

6. TAV Airports Holding Company

7. LLC «Air Gates of Northern Capital»

Main operator —Fraport AG, Investor — VTB Bank Europe PLC.

Those applicants who passed the pre-selection, got the right to apply their tender projects.

In September 2008 the investment tender traffic-consultant – Airport Strategy and Marketing Ltd. - prepared Traffic Forecast Report with Route Development Strategy . According to the ASM data, the passenger flow will reach 43 million passengers annually by 2039.

In October 2008 the presentations were held for the investment tender participants. All necessary project documentation was provided to potential investors, individual consulting sessions were performed.

In July 2009 Northern Capital Gateway Ltd. Consortium consisting of VTB Capital, Fraport AG (the owner and operator of Frankfurt airport) and Copelouzos (investment and business group, Greece) won the open tender for the right to conclude an agreement on the development, reconstruction and operation of Pulkovo airport.
